My take on this is that Schmidt was sicced on Murtha by the Repube leadership. Somebody had to criticize Murtha, and because he was too well respected none of their big guns dared touch him so they sent this private up the hill first to get slaughtered. At worst she would be marginalized as an idiot. And then they could set up their own mock resolution to trap the Dems.
