THE UNITED STATES HAS DENIED using white phosphorus and MK 77 in fighting in Fallujah. New proof now comes out that those claims are false. In December the US government formally denied the reports, describing them as "widespread myths". "Some news accounts have claimed that US forces have used 'outlawed' phosphorus shells in Fallujah," the USinfo website said. "Phosphorus shells are not outlawed. US forces have used them very sparingly in Fallujah, for illumination purposes. "They were fired into the air to illuminate enemy positions at night, not at enemy fighters." . . . Provided by the Studies Centre of Human Rights in Fallujah, dozens of high-quality, colour close-ups show bodies of Fallujah residents, some still in their beds, whose clothes remain largely intact but whose skin has been dissolved or caramelised or turned the consistency of leather by the shells.
IT IS IMPOSSIBLE TO RECONCILE phosphorus shot into the air at night for illumination purposes with people burnt in their beds. The United States is the only country in the world that currently has MK 77 in its arsenal. The use of white phospohorous against civilians and any use of MK 77 are forbidden by an international treaty the United States refuses to sign.
CRITICS WILL SAY white phosphorous has a legitimate military use. The Italian video shows a much different use a the phosphorous reaches the ground [Uruk Net]
"A rain of fire came down on the city, and people targeted by the different coloured substances began to burn. We found people dead, with strange injuries, with their clothes intact," a biologist from Fallujah, Mohamad Tareq al-Deraji tells Ranucci. The evidence in 'Fallujah - the hidden massacre' claims to show the US forces did not use phosphorous in the legitimate way - to highlight enemy positions - but dropped the substance indiscriminately on the city, and on a massive scale. The documentary also shows the terrible damage wrought by the US bombardment of Fallujah, and the carnage to civilians, some of whom lay sleeping. Equally disturbingly, a document in the report claims to prove that the U.S. forces have used the MK77 form of Napalm - the chemical used with devastating effect on civilians during the Vietnam war - on civilians in Iraq.

MORE BACKGROUND ON WHITE PHOSPHORUS IS ITS USE ILLEGAL? [Global Security] White Phosphorus (WP), known as Willy Pete, is used for signaling, screening, and incendiary purposes. WP is a colorless to yellow wax-like substance with a pungent, garlic-like smell. White phosphorus, a pyrophoric material (ie, spontaneously flammable), creates a smoke screen. A side benefit of white phosphorus is that white phosphorus smoke is toxic and readily penetrates protective mask filters. Phosphorus smokes are generated by a variety of munitions. Some of these munitions such as the MA25 (155-mm round) may, on explosion, distribute particles of incompletely oxidized white phosphorus. White phosphorus is not banned by any treaty. The United States retains its ability to employ incendiaries to hold high-priority military targets at risk in a manner consistent with the principle of proportionality that governs the use of all weapons under existing law. The use of white phosphorus or fuel air explosives are not prohibited or restricted by Protocol II of the Certain Conventional Weapons Convention (CCWC), the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be Deemed to be Excessively Injurious or to have Indiscriminate Effects . White Phosphorus and Red Phosphorus burn to produce a hygroscopic smoke containing phosphoric acids. The extinction for these smokes is primarily due to scattering in the visible and absorption in the infrared (IR). These smokes are composed of spherical liquid particles that grow with relative humidity to an equilibrium size by absorbing ambient moisture that depends on the ambient relative humidity. The mass extinction varies significantly with relative humidity. White phosphorus burns spontaneously in air. Contact with these particles can cause local burns. These weapons are particularly nasty because white phosphorus continues to burn until it disappears. If service members are hit by pieces of white phosphorus, it could burn right down to the bone.
BUT BEFORE stating this, the Convention first state: "Incendiary weapon" means any weapon or munition which is primarily designed to set fire to objects or to cause burn injury to persons through the action of flame, heat, or a combination thereof, produced by a chemical reaction of a substance delivered on the target.
